摘  要:实现电网低碳运行、清洁能源高比例消纳,是电网公司落实“四个革命、一个合作”能源安全战略、助力实现“碳达峰、碳中和”目标的重要途径之一,大量新能源接入而形成的新能源电网中谐波含量远大于传统电网,传统电能计量方案难以满足新能源电网电能计量新需求。在分析发电、用电场景下传统电能计量方案的缺点后,提出一种计及新能源电网谐波的电能计量方案。该方案可实现用户用电基波电能计量、用户基波发电量计量以及用户谐波电能计量。并以上述计量功能为基础,分析新型电能计量方案的用户补偿以及谐波处罚策略,给出新型计量方案下的用户电能费用计算方法。最后通过算例分析证明了新方案可保证供电企业以及用户各方的利益。Realizing low-carbon operation of power grid and high proportion of clean energy consumption is one of the important ways for power grid companies to implement the energy security strategy of“four revolutions and one cooperation”and help achieve the goal of“carbon peak and carbon neutralization”.The harmonic content in the new energy grid formed by a large number of new energy access is much greater than that in the traditional power grid,and the traditional power metering scheme is difficult to meet the new demand of power metering in the new energy grid.After analyzing the shortcomings of traditional energy metering schemes in the scenario of power generation and consumption,an energy metering method considering the harmonics of new energy grid was proposed,which can realize the fundamental wave energy measurement of users,the fundamental wave power generation measurement of users and the harmonic energy measurement of users.The user compensation and harmonic penalty strategy of the new power metering scheme were analyzed based on above-mentioned functions,and the calculation method of user energy cost was given.Finally,an example was given to verify that the new scheme can ensure the interests of power supply enter-prises and users.
