摘　　要：自2003年《中外合作办学条例》及其实施办法施行以来,我国中外合作办学在快速发展的同时,也暴露出风险防范机制不健全、风险抵御能力低等问题。本文根据风险显隐性构建中外合作办学风险冰山模型,并通过专家打分确定风险发生概率和危害程度,基于此,提出我国中外合作办学需要完善各级风险预警体系,加强办学风险分级管控和提高隐患分类管理意识,建立风险分担与转化机制,以有效防范各类办学风险,进而推动我国中外合作办学高质量发展。Since the implementation of Regulations of the People’s Republic of China on Chinese-Foreign Cooperation in Running Schools in 2003,the rapid development of CFCRS has also exposed the problems of imperfect risk prevention mechanism and insufficient risk resistance ability.Iceberg Risk model of CFCRS is constructed to analyze explicit and implicit risks,and risk probability and harm degree are determined through experts scoring.In view of this,it’s proposed that CFCRS needs to perfect the risk warning system at all levels,strengthen the hierarchical management and control of school-running risks and raise the awareness of classified management of hidden risks,and establish a risk sharing and transformation mechanism,so as to effectively prevent school-running risks,and promote the high-quality development of CFCRS in China.
