摘　　要：建设工程安全监理工作事关生产安全及监理自身风险。针对监理行业长期存在的"监理要不要管安全",安全监理责任、内容、范围被"扩大化"等争论,同时基于近年建设工程领域严峻复杂的安全生产形势,通过分析监理行业及安全监理工作现状,从监理自身发展及政府监管角度,提出以"明确安全监理费率、创新建设工程安全生产社会化监管方式、科学界定安全监理责任"等多个方面的内容,探索安全监理模式创新及改进当前现状的途径,为降低安全事故发生率、有效防范安全监理责任风险及促进安全监理工作健康发展提供参考。Construction engineering safety supervision work is related to production safety and supervision’s own risks.For the supervision industry “supervision” safety and the dispute of safety supervision responsibility,content,scope are expanded,and based on the severe complex engineering safety production situation in recent years,through the analysis of the supervision industry and safety supervision work,from the perspectives of supervision development and government supervision,proposes the development suggestions of clearing the safety supervision rate,innovating the socialized supervision mode and defining the responsibility of safety supervision scientifically.It is an exploration of safety supervision mode innovation and current situation improvement,so as to provide references for reducing the incidence of safety accidents,effectively preventing safety supervision responsibility risks and promoting the healthy development of safety supervision work.
