摘　　要：文章通过对武汉市大病保险制度运行现状、保障效果进行讨论,并分析其制度存在的问题,发现武汉市大病保险在一定程度上减轻了居民医疗经济负担,起到了保障居民基本生活的作用,但是其存在的基金来源、起付线设置及基本医疗保险报销比例等问题也影响了其制度效果。基于存在的问题提出拓宽基金来源、适当降低起付线及合理设定普通医疗费用报销比例等政策建议。This paper discusses the operation status and guarantee effect of the serious disease insur⁃ance system in Wuhan city,and analyzes the problems existing in the system.It is found that the serious dis⁃ease insurance in Wuhan city can reduce the medical economic burden of residents to a certain extent,and plays a role in guaranteeing the basic life of residents.However,problems such as fund source,deductible set⁃ting and reimbursement ratio of basic medical insurance also affect the effect of the system.Based on the exist⁃ing problems,some policy suggestions are put forward,such as broadening fund sources,appropriately reduc⁃ing the threshold line and reasonably setting the reimbursement ratio of ordinary medical expenses.
