劳动力转移对不同类型林业生产效率的影响--基于DEA-Tobit两步法的分析

摘　　要：劳动力是林业生产的关键要素之一,不同类型的林业生产所需劳动力也存在较大差异。利用DEA-Tobit模型,以闽浙赣三省农户的调查数据为基础,分析劳动力转移对不同类型林业生产效率的影响。结果表明:农户林业生产仍倾向粗放经营,综合生产效率处于较低水平,且不同商品林经营类型生产效率存在明显差异,其中,第Ⅰ类农户(用材林)生产效率最低,而第Ⅲ类农户(经济林)生产效率最高;劳动力转移对第Ⅲ类农户(经济林)和第Ⅳ类农户(混合经营)的生产效率具有显著负向影响,而对第Ⅰ类农户(用材林)生产效率的影响虽然不显著,但方向却发生了改变。此外,农户特征、林地经营特征也在一定程度上影响农户家庭林业生产效率。农村劳动力已进入无数量剩余阶段,农户应针对自身林业生产类型合理配置劳动力,以提升家庭林业生产效率。Labor force is one of the key elements in forestry production,and there are great differences in labor force required by different types of forestry production.In order to test the impact of labor transfer on the production efficiency of different types of forestry,the DEA-Tobit model was used to test the survey data of farmers in Fujian,Zhejiang and Jiangxi provinces.The results show that:farmers’ forestry production still tends to be extensive in management,and the overall production efficiency is at a low level;there are significant differences in the production efficiency of different commercial forestry operation types,among which,the production efficiency of category I farmers (timber forest) is the lowest,while the production efficiency of category Ⅲ farmers (economic forest) is the highest;Labor transfer has a significant negative impact on the production efficiency of category Ⅲ farmers (economic forest) and category Ⅳ farmers (mixed management);the impact on the production efficiency of category I farmers (timber forest) is not significant,but the direction has changed.In addition,the characteristics of farmers and forest management also affect the forestry production efficiency of farmers to a certain extent.Rural labor force has entered the stage of no quantity surplus,so farmers should rationally allocate labor force according to their own forestry production types to improve the efficiency of the household forestry production.
