摘　　要：澳门作为一个特殊的地方政经实体,具有一般国际关系行为体所具有的共性;也有单一制国家地方政府所不拥有的外事权,或比联邦制国家次国家政府外交权更大独立性的个性。如何发挥澳门独特优势,既保持澳门繁荣稳定,又能更好地服务于中国特色大国外交,已经成为澳门研究和国际问题研究的重要课题。文章结合澳门特别行政区的独有特点,引入功能性“平行外交”的理论,从路线与目标上提出特别行政对外关系属于功能性“平行外交”的范畴;并根据澳门对外事务的授权特性和回归二十多年对外关系成就,总结出澳门对外关系实质是国家外交的功能性授权,即具有经济性、文化性、社会性、平台性等。面向未来,澳门要利用好“机遇叠加”优势,做好特区“功能性平行外交”这一课,更好地服务中国对外战略,适应新时代“一国两制”的新特点、新实践。As a special local political and economic entity, Macao has the common characteristics of general international relations actors. It also has foreign affairs powers that the local governments of unitary countries do not possess, or it is more independent than the diplomatic powers of sub-national governments in federal countries. How to give full play to Macao’s unique advantages to maintain Macao’s prosperity and stability and better serve the diplomacy of major countries with Chinese characteristics has become an important topic of Macao studies and international studies. Combining the unique characteristics of the Macao Special Administrative Region, the article introduces the theory of functional “parallel diplomacy”, and proposes from the line and the goal that the special administrative foreign relations belong to the category of functional “parallel diplomacy”. After more than 20 years of achievements in foreign relations, it can be concluded that Macao’s foreign relations are essentially the functional mandate of national diplomacy, in economic, cultural, social, and platform terms. Facing the future, Macao should make good use of the advantages of “superposition of opportunities”, do a good job in the “functional parallel diplomacy” of the SAR, better serve China’s foreign strategy, and adapt to the new characteristics and new practices of “one country, two systems” in the new era.
