新冠疫情对阿根廷服务业的影响及政策措施评析

摘　　要：新冠肺炎疫情严重影响了阿根廷的经济发展,特别是作为该国经济重要组成部分的服务业受到了此次疫情的极大冲击。鉴于阿根廷服务行业种类多元,此次疫情对其发展来说既是重创也是机遇。一方面,人员密集型服务行业受人员流动限制的影响,无法在短时间内恢复至疫情前的发展水平,造成了大批非正规就业者的失业和一定的经济损失。另一方面,知识型服务行业在此次疫情中迎来了发展机遇,并有望成为推动阿根廷服务业发展的重要动力。为应对疫情带来的冲击,阿根廷政府从本国服务业的特点出发,及时出台相关措施,在为客运业和旅游业提供发展保障的同时,积极推动软件和医药类服务业的发展,并取得了一定成效。这些举措具有高效性、延续性、前瞻性的特点,为推动阿根廷服务业复苏、结构转型以及融入全球价值链提供了良好的基础。疫情期间,中国和阿根廷在知识型服务业上的合作增多,了解阿根廷服务业当前的发展状况有利于推动中阿合作的进一步深化。Since the outbreak of the Covid-19 pandemic,Argentina’s economy has been severely affected.As an essential part of its economy,the service sector in Argentina has largely suffered great impact,however,due to the diversity and flexibility of this sector,the pandemic brings both loss and opportunity at the same time.On the one hand,the contact-intensive service sector has been hit by the restrictions on the circulation of people,and it is quite difficult to recover its growth rate to that of the pre-pandemic time.On the other hand,the knowledge-based service sector has met its opportunity and has been transformed into an important key to economic recovery of Argentina.Taking into account the peculiarities of service sector,Argentine government implemented timely measures to guarantee the sector’s development,such as subsidizing tourism and transportation industries,stimulating the development of software and pharmaceutical industries.With government’s continuous support,these measures have achieved some of its goals.The Covid-19 pandemic brings the development of service sector in Argentina to a new dimension,providing opportunities to the country’s further involvement in global value chain and possible structural changes in its economy.Despite the Covid-19 pandemic,the cooperation between China and Argentina hasn’t been interrupted;on the contrary,the collaboration on knowledge-based service between the two sides has been strengthened.Researches on current situation of the service sector in Argentina may contribute to the enhancement of Sino-Argentine relations.
