摘　　要：技术创新是区域经济发展的最直接动力源。企业是技术创新的主力军,而突破关键核心技术是其提升竞争力、赢得市场的的法宝。随着创新协作化、研发全球化的发展,现有科学基金制存在由入口竞争、过程管理引发的重申报轻结果等诸多不足,难以有效满足企业技术创新需求,以需求和问题为导向的揭榜挂帅应势而生。它不仅能激发社会科技创新伟力,还能促进产学研各环节的紧密黏合、提高技术攻关的效率。然而对于如何科学征集项目,并对人才、经费等灵活管理以保证揭榜挂帅的有效实施,国内未见有系统全面的报道。鉴于此,本文在深入分析揭榜挂帅的内涵、流程,系统梳理国内外科技悬赏奖典型案例之亮点的基础上,结合国内技术创新环境特点,找准关键环节,针对多来源征集悬赏项目、多途径优化资助方式、多措施激发人才创新潜力、构建政策储备库等提出具体的优化策略,旨在为国内创新性组织设置个性化悬赏项目、提升实施效能、提高创新治理及科研服务水平提供参考。Technical innovation is the most direct power source of regional economic development.The breakthrough of key core technologies is the key to achieve Innovation-driven development,and Enterprises are the main force of technological innovation.With the development of innovation cooperation and r&d globalization,there are many deficiencies in the existing scientific fund system,which is difficult to meet the needs of technological innovation.The demand-and problem-oriented Enlisting and Leading is born in response.It can not only stimulate social scientific and technological innovation,but also promote the close bonding of all links of the industry,universities and research institutes,and accelerate the efficiency of breaking through technological bottlenecks.However,how to effectively and scientifically collect projects scientifically,manage talents and funds flexibly to ensure the effective implementation of the top leader of the list,there is no systematic and comprehensive guide in domestic.In view of this,based on the in-depth analysis of the characteristics,and the highlights of the typical Enlisting and Leading,combined with the characteristics of domestic technological innovation environment,the authors put forward some detailed strategies and methods,from the aspects of multiple sources collecting programs,and optimizing the financing ways,and stimulating the potential talent innovation,and so on,in order to provide references for the Innovative Organizations to set Enlisting and Leading personalizely,and improve the level of innovative governance and scientific research services effectively.
