小额信贷的扶贫效应探析:以安徽省寿县为例

摘　　要：小额信贷是重要的精准扶贫帮扶措施。运用实地调查方法和案例研究方法考察寿县小额信贷扶贫相关做法,并指出具有地方政府主导、以产业带动模式为主、以牺牲商业性来追求高覆盖率等特点,实现了新型农业经营主体与贫困户共赢,但也存在缺乏产业支撑、扶贫小额信贷异化、借贷户以及借贷企业还款积极性不高、存在信用风险、商业银行在实施小额信贷中盈利及定位困难等问题,并提出要加强对困难农户的健康支持和技能培训、增强困难户对扶贫小额信贷相关措施及政策法规的认识、推动商业银行市场化发展等策略。Microfinance is an important targeted assistance measure of poverty alleviation.By using of the methods of field investigation and case study,this paper investigates the relevant practices of microfinance poverty alleviation in Shouxian County,and points out that it has the characteristics of local government-led,industry-driven model,and sacrificed commerciality to pursue high coverage.The new agricultural operating subjects and poor households have achieved a win-win situation,but there is also a lack of industrial support,leading to the alienation of poverty alleviation microfinance.Borrowers and lending enterprises are not enthusiastic about repayment,there are credit risks,and commercial banks have difficulty in making profits and positioning in the implementation of microfinance.It also proposes to strengthen the health investment and skill training of difficult households,enhance the understanding of difficult households on microfinance measures and policies and regulations,and promote the market-oriented development of commercial banks.
