摘　　要：为提升高速公路企业科技创新战略的实施成效,研究如何探寻适于企业内外部环境的科技创新模式。基于目标导向对高速公路企业的科技创新模式进行划分。基于文献调查和实地调研初步筛选企业科技创新模式的影响因素,从企业内部、外部2个方面出发,通过问卷调查构建科技创新模式选择的指标体系。基于SWOT分析法、逼近理想解排序法(TOPSIS)及企业成长周期量化,建立科技创新模式的选择模型。基于案例分析,选择HP高速公路企业为对象,应用已建立的科技创新模式分类方式、指标体系和选择模型,实证分析如何进行科技创新模式选择。研究结果表明:可将高速公路企业科技创新模式划分为3种,包括问题/需求导向型创新模式、基础研究型创新模式、发展/引领型创新模式;构建的企业科技创新模式指标体系包含内部指标、外部指标共15个,其中9个内部指标包括后端需求、前端教育、经费投入力度、基础平台支持、资源整合能力、成果转化能力、管理队伍与体制水平、企业技术战略及企业技术能力,6个外部指标包括技术环境、市场环境、政策环境、法律环境、信息传播环境及文化环境;HP高速公路企业当前应主要选取基础研究型创新模式开展科技创新,还可适当采用问题/需求导向型创新模式。In order to improve the effectiveness of the implementation of scientific and technological innovation strategy of highway enterprises,how to explore the scientific and technological innovation model suitable for the internal and external environment of the enterprise has been studied.The scientific and technological innovation mode of highway enterprises was divided based on goal orientation.Based on literature survey and field forensic investigation,the influencing factors of scientific and technological innovation mode were preliminarily screened,and the index system of scientific and technological innovation mode selection was constructed through a questionnaire survey from both internal and external aspects of the enterprise.Based on SWOT analysis method,Technique for Order Preference by Similarity to an Ideal Solution(TOPSIS)and enterprise growth cycle and the selection model of scientific and technological innovation mode were established.Based on the case study,HP highway enterprise was selected as the object,and the established classification method,index system and selection model of science and technology innovation model wereapplied to empirically analyze how to carry out the selection of science and technology innovation model.The results show that the scientific and technological innovation mode of highway enterprises is divided into problem/demand-oriented innovation model,basic research innovation model,and development/leading innovation model.The index system of enterprise scientific and technological innovation model includes 15 internal and external indicators,among which 9 internal indicators include back-end demand,front-end education,financial investment strength,basic platform support,resource integration capability,achievement transformation capability,management teamand institutional level,enterprise technology strategy and enterprise technology capability,and 6 external indicators include technology environment,market environment,policy environment,legal environment,information dissemina
