摘　　要：扎实有序推进贫困地区农村人居环境整治是全面建成小康社会的关键环节,各地政府在公共财政上也给予较多的倾斜,贫困村整治提升行动如火如荼地铺开,实施成效及存在问题亟待总结。本文基于贫困村人居环境整治规划的特征研究,构建包含规划实施过程和规划实施效果两部分内容的评价体系,全面评价规划实施过程的资源保障、规划实现度、规划实施绩效。广东省韶关市翁源县龙仙镇青云村省定贫困村规划具有我国贫困村人居环境整治规划的基本特征,文章选取其作为研究样本进行深入的实证研究,详细探究其规划与建设的得失成败,并提出相关建议,以期促进翁源县乃至广东省欠发达地区的村庄规划实施。It is of vital importance to carry out a solid and orderly promotion of improving rural human settlements in poverty areas in comprehensively constructing a well-off society.Various local governments have provided more support for public finances.The improvement of poor villages are in full swing,with the urgent need for summarizing implementation effects and problems.Based on characteristics of the planning for improving the human settlements of poor villages,this paper constructs an evaluation system including two parts:the planning implementation process and the planning implementation effect,so as to comprehensively evaluate the resource guarantee of the implementation process,the implementation degree and the performance of the planning implementation.The planning for the provincial poor village of Qingyun Village in Wengyuan County,Shaoguan City,Guangdong Province has the basic characteristics of planning for human settlements of poor villages in our country.Taking Qingyun Village in Wengyuan county as the research object,this paper carries out an in-depth empirical research,explores the success or failure of its planning and construction in detail,and puts forward relevant suggestions,which is beneficial for promoting the implementation of village planning in Wengyuan county and even underdeveloped areas in Guangdong.
