摘 要:州县官既是晚清禁毁小说戏曲政策的主要制定者,也是主要执行者。他们通过颁布告示、督促差保、亲自缉查、审理判罚等方式主持基层查禁。州县行政制度下查禁小说政策暴露出重视困难、难以持久、缺少协调等困境。从晚清州县等地方官主持查禁的方式和困境可以看出,官方缺少的不是法令条文,而是监督和执行法律条文的有效行政机制;伴随小说戏曲的日渐兴盛,清代州县行政制度下的基层文艺管理方式越来越暴露出其的保守和低效的特质,说明文艺繁兴正期待着文艺管理制度和方式的革新。Prefecture and county officials are not only the main makers of the policy of banning and destroying novels and operas in the late Qing Dynasty,but also the main executors.They presided over the grass-roots investigation and prohibition by issuing notices,urging poor insurance,personally arresting and punishing.Under the administrative system of prefectures and counties,the policy of banning novels has exposed some difficulties,such as paying attention to difficulties,unsustainable,lack of coordination and so on.From the way and dilemma of local officials in late Qingzhou County presiding over the investigation and prohibition,it can be seen that what the officials lack is not the legal provisions,but the effective administrative mechanism to supervise and implement the legal provisions;With the increasing prosperity of novels and operas,the grass-roots literary and artistic management mode under the state and county administrative system in the Qing Dynasty has increasingly exposed its conservative and inefficient characteristics,indicating that the prosperity of literature and art is looking forward to the innovation of literary and artistic management system and mode.
