关于城建计划编制工作的交流与思考

摘　　要：城建计划是每年各地市政府城建部门提前谋划来年城建项目建设的一项重要工作,这关系政府财政性资金在政府非经营性固定资产在来年的投入使用谋划,城建计划编制工作本身重要性、必要性突出,但目前并无具体详细编制规定。文章就如何谋划项目;如何编制、遵循原则、编制成果介绍;解决当前城市病突出问题,以及注意事项等,进行交流并提出建议与思考。The urban construction plan is an important task for the urban construction departments of the municipal governments to plan ahead the urban construction projects in the coming year.It is associated with the plan for the investment and use of government financial funds in the government’s non-operating fixed assets in the coming year.The necessity and important of urban construction plain compilation are prominent,but at present there is no specific and detailed regulations for the compilation.The article discusses and proposes suggestions and thoughts on how to plan the project;how to compile the plan,follow the principles,and introduce the compilation results;and how to solve the outstanding problems of current urban diseases,as well as precautions.
