摘　　要：特色小镇作为推进城镇化的有效途径之一,在得到迅猛发展的同时也不免出现乱象。为明确PPP模式下特色小镇的发展优化方向,本文对第一轮全国特色小镇和各地区淘汰整改的部分"问题小镇"实践经验及《特色小镇评定规范》等进行分析,选取特色小镇健康发展的共性要素作为评价指标,基于层次分析-灰色关联法(AHP-GRA)构建特色小镇发展系统方案的综合评价模型,再以我国西北地区"T"苹果小镇为例,通过该评价模型确定需要重点优化的指标,针对性提出涵盖战略产业体系、小镇规划体系、市场化建管运营体系的特色小镇发展系统方案,从而解决小镇发展动力机制、功能和形态建设、小镇运营和效能三方面问题,实现其健康可持续发展。As one of the effective ways to promote urbanization, characteristic towns have developed rapidly, but there is also chaos.In order to clarify the development optimization direction of characteristic towns under PPP mode, this paper analyzes the practical experience of some “problem towns” eliminated and rectified in the first round of national characteristic towns and various regions and the evaluation specification for characteristic towns, and selects the common elements of the healthy development of characteristic towns as the evaluation index, a comprehensive evaluation model of characteristic town development system scheme is constructed based on analytic hierarchy process grey correlation method(AHP-GRA).Then, taking “T” apple town in Northwest China as an example, the key optimization indicators are determined through the evaluation model, and the characteristic town development system scheme covering strategic industrial system, town planning system and market-oriented construction, management and operation system is put forward, so as to solve the three problems of town development dynamic mechanism, function and form construction, town operation and efficiency, so as to realize its healthy and sustainable development.
