作为公共问题的“脱单”与“脱单”中的政府责任——基于需求溢出理论的分析

摘　　要：在我国老龄化加深和人口增长率下降的背景下,适龄单身男女的“脱单”问题已成为一个亟须政府介入的公共问题。之所以如此,一是由于婚姻自由权作为基本人权需要政府创造条件予以保障;二是由于“脱单”问题关乎人口生产、社会保障、经济发展、社会和谐等重大公共问题;三是由于政府拥有其他治理主体所不具备的治理资源和治理能力,能够弥补其他主体在“脱单”治理方面的不足。而“脱单”治理问题本质上是为了解决特定群体的择偶难的问题。为此,政府应找准介入“脱单”问题的角色定位,通过出台助婚政策和营造宜婚环境,为适龄单身男女的“脱单”创造更适宜的条件。In the background of deepening ageing and declining population growth rate,the singleton problem has become an urgent public issue requiring government's intervention.Firstly,the right to marriage,as a basic human right,needs to be guaranteed by the government.Secondly it's a significant public issue concerning population production,social security,economic development and social harmony.Thirdly,the government should take responsibility for the singleton problem governance due to its advantages of resources and capacity,making up for the deficiencies of other subjects in“singleton”governance.The essence of“singleton problem”governance is to solve the problem of mate selection of specific groups.To this end,the government should identify the role of intervention in the“singleton”problem,and create more suitable conditions for single men and women by issuing marriage assistance policies and creating a suitable marriage environment.
