地方政府培育高新技术企业的公共服务质量评价研究--以浙江省为例

摘　　要：地方政府培育高新技术企业的公共服务质量决定着其培育高新技术企业的效果。通过对浙江省794家高新技术企业进行问卷调查后发现,浙江在培育高新技术企业的公共服务质量上还有欠缺。为了改善浙江培育高新技术企业的公共服务质量,浙江地方政府要分别从战略层面和战术层面采取相应对策。在战略层面上,要把地方政府培育高新技术企业的公共服务质量差距模型作为培育高新技术企业的行动指南;在战术层面上,应大力发展科技金融,着力改善科技人才公共服务质量,努力提高市场开拓公共服务质量。The public service quality of local government in cultivating high-tech enterprises determines the effect of cultivating high-tech enterprises.Through a questionnaire survey of 794 hightech enterprises in Zhejiang Province,it is found that the public service quality of cultivating hightech enterprises in Zhejiang Province is relatively poor.In order to improve the public service quality of cultivating high-tech enterprises in Zhejiang Province,the local governments of Zhejiang Province should take corresponding countermeasures from the strategic and tactical levels respectively.On the strategic level,Zhejiang should establish a mechanism for local governments to cultivate high-tech enterprises,and take this mechanism as a guide to cultivate high-tech enterprises;on the tactical level,Zhejiang should vigorously develop technology finance,strive to improve the public service quality of science and technology talents,and strive to improve the public service quality of market development.
