摘 要:为测度港口绿色发展效率,采用2010—2018年16个港口的面板数据,构建港口社会效益评价指标体系。考虑非期望产出,运用超效率SBM(slacks-based measure)模型和Malmquist全要素生产率指数模型,探究港口绿色发展效率及其跨期变化情况。结果表明:港口绿色发展效率在评价期内呈现波动下降趋势,在空间层面总体呈现南高北低的特征;社会效益评价指标体系的引入提高了港口的绿色发展效率,并有效改善了投入冗余和产出不足;通过探究港口全要素生产率及其分解指数得出,科技创新和行业信息化是提高港口绿色发展效率的主要贡献要素。In order to measure the green port development efficiency,the panel data of 16 ports from 2010 to 2018 are used to construct a port social benefit evaluation index system.Considering the undesired output,the super efficiency SBM(slacks-based measure)model and the Malmquist total factor productivity index model are used to explore the green port development efficiency and its cross-period changes.The results show that:the green port development efficiency declines with fluctuations during the research period,and it shows high in the south and low in the north at the regional level;the introduction of the social benefit evaluation index system increases the green port development efficiency,and significantly compensates input redundancy and output insufficiency;the technological innovation and the industry informatization are the main contributing factors to increase the green port development efficiency.
