摘　　要：新环保政策的实施给制革产业环境污染防治工作带来新的挑战。本文总结了新环保政策带来的主要变革,对该背景下制革企业环境责任履行现状进行了分析。构建了新环保政策下制革企业环境影响评价指标体系,从资源与能耗指标、污染物排放指标、资源综合利用指标,以及环境法律法规指标4个方面入手进行了详细阐述,旨在为制革产业的绿色可持续发展提供借鉴,帮助制革产业在越来越严格的环保制度中提升自身污染物防治能力,实现产能升级。The implementation of the new environmental protection policy has brought new challenges to the prevention and control of environmental pollution in the leather industry. The main changes brought by the new environmental protection law and policy were summarized, and the current situation of environmental responsibility performance of tanning enterprises under the background of the new environmental protection law was analyzed. The environmental impact assessment index system of tanning enterprises under the policy of the new environmental protection law was constructed, which was described in detail from four indexes: resource and energy consumption index, pollutant emission index, comprehensive utilization index of resources and environmental laws and regulations. The purpose is to provide reference for the green and sustainable development of the leather industry, help the leather industry improve its pollutant prevention and control ability in the increasingly strict environmental protection system, and realize the upgrading of production capacity.
