应对全球环境危机的生态现代化与生态文明

摘　　要：从作为一个根植于中国传统价值与历史文化,以实现新型现代化为目标的政治哲学和政治准则,到作为一个新发展战略指南,生态文明具有多重含义。就其对环境政策的强调以及基于环境的经济与社会发展愿景而言,生态文明可以被视为20世纪末开始的全球趋势的一部分。就经济与环境的关系而言,生态文明建设也是一种通过工业社会的生态转型来应对全球环境危机的战略,与生态现代化契合。长期来看工业化社会将不可避免地逐步进入低增长的稳态社会,然而生态文明所涵盖的目标范围在时间轴上较生态现代化更长远。不仅生态与经济可以双赢,而且环境与福利两者之间普遍存在互补性。为加快生态文明建设,有必要进一步探讨生态福利及其配套制度的建设。Ecological civilization has multiple meanings, from a political philosophy and political principle rooted in Chinese traditional values, history and culture to a new development strategy guide.In terms of its emphasis on environmental policy and its vision of environment-based economic and social development, ecological civilization can be seen regarded as part of the global trend that began in the late 20 th century.In terms of the relationship between economy and environment, the construction of ecological civilization is also a strategy to deal with the global environmental crisis through the ecological transformation of industrial society, which is consistent with ecological modernization.In the long run, industrialized society will inevitably gradually enter a stable society with low growth, but the target scope of ecological civilization is longer than that of ecological modernization.Not only can ecology and economy win, but also there is complementarity between environment and welfare.In order to accelerate the construction of ecological civilization, it is necessary to further explore the construction of ecological welfare and its supporting system.
