面向新型电力系统的江苏省电力市场发展路径研究

摘　　要：“3060双碳”目标提出后,中国的低碳能源事业进入新阶段,需着力推进电力供给侧结构性改革。在“计划加市场”双轨制背景下,亟需考虑未来江苏电力市场机制设计问题。为此,首先分析新型电力系统的特征,构建新型电力系统所面临的挑战与应对措施;然后根据不同类型电源的运行特性、价格优势等差异,研究不同类型电源参与各类市场的优劣势,并立足于江苏电网实际发展现状,提出适用于江苏的多市场种类、多市场主体及多能源市场发展策略;最后从保障新能源持续健康发展、促进“双碳”目标实现出发,展望未来新型电力系统的建设,就多类电源参与市场机制及配套政策提出建议,促进以新能源为主体的新型电力系统建设,助力实现碳达峰、碳中和目标。After the“3060”double carbon target was proposed,the low carbon energy business in China has entered a new stage,which requires for structural reforms on the power supply side.Under the background of the“plan and market”dual-track system,it is urgent to consider the mechanism design of multiple types of power supplies participating in the market.This paper firstly analyzes the characteristics of the new power system,as well as the challenges and countermeasures to construct a new power system.Then,according to the operating characteristics and price advantages of different types of power sources,it studies the advantages and disadvantages of different types of power sources participating in various markets.Based on the actual development status of Jiangsu power grid,it proposes an applicable multi-stage market development path.Finally,starting from ensuring the sustainable and healthy development of new energy and promoting the realization of the double carbon goal,the paper looks forward to the participation of multiple types of power sources in the construction of new power systems in the future.Meanwhile,it proposes suggestions about the market mechanism and supporting policies,so as to promote the development of a new type of power system dominated by new energy,and help to achieve the goal of carbon peak and carbon neutral.
