摘 要:当前我国在电力市场建设过程中针对不同类型机组成本补偿所采用的固定成本补贴、度电补贴以及签订政府授权差价合约的方式在一定程度上不利于提高资源配置效率以及保证机组收入稳定性。为解决上述问题,在借鉴加拿大安大略省电力市场实践经验的基础上,首先以数学公式概述了现行不同补贴方式基本原则及参数设计,然后介绍安大略省基于收益估算法的补贴机制基本原理,包括准许收益、估算收入、估算成本等要素的核定方式,通过算例论证4种补贴机制下参数设定对机组收益的影响,结果表明收益估算法更能有效保障市场化机组整体收益。最后,基于中国电力市场建设现状,提出近期中国电力市场补贴机制设计的启示和思路。At present,the way of fixed cost subsidies,the kWh subsidies,and government-authorized contract for difference(CfDs)used to compensate the costs of different types of units in the construction of the electricity market are not conducive to improving the efficiency of resource allocation and ensuring the stability of unit revenue to a certain extent.To solve the problems,this paper takes the practical experience of the electricity market in Ontario,Canada for reference,and summarizes the basic principles and parameter designs of the current different subsidy methods with mathematical formulas.Then it introduces the basic principles of Ontario s subsidy mechanism based on the revenue estimation method,including the verification method of allowable revenue,estimated revenue,estimated cost and others.By using an example to demonstrate the impact of parameter settings on unit revenue under four subsidy mechanisms,the paper proves that the revenue estimation method can effectively protect the overall revenue of market-oriented units.Finally,based on the current situation of China s electricity market construction,it puts forward the enlightenment and ideas of the recent design of China s electricity market subsidy mechanism.
