论英国煤烟减排协会在煤烟治理中的作用

摘　　要：19世纪末20世纪初,英国煤烟减排协会成立,借鉴英国社会已有的煤烟治理方法和经验,对政府治理煤烟的方案施加影响,推动英国法律介入煤烟治理,并通过科技创新为煤烟治理提供有效手段。英国煤姻减排协会还与国际环境组织密切联系,学习其先进的技术和经验,始终引领英国环境污染治理的走向,为英国环境改良作出了一定贡献。Coal smoke pollution had been a main trouble with the development of burning coal history in Britain.There were all kinds of persons and organizations during several hundreds of burning coal history in Britain.The Coal Smoke Abatement Society that was established at the end of the 19th century and the beginning of the 20th century was one of the organizations.This Society drew on the existing methods and experience of coal smoke control from British society,more importantly,it exerted influence on the government s coal smoke control programme by relying on its own,and gave impetus to the involvement of British law in coal smoke control.It also provided effective means for coal smoke control through scientific and technological innovation in Britain.It kept in close touch with international environmental organizations and learned advanced international technology and experience.This made it lead the trend of British environmental pollution control and make a certain contribution for British environmental improvement.
