摘　　要：文化是城市的灵魂,呼伦贝尔城市类型多样、文化富集,但城市文化内涵的凝练与城市发展需求不相协调,呈现出浅层化、个性挖掘不平衡的问题,影响了内在驱动作用的实现。解决城市文化凝练的问题,避免陷入“千城一面”的城市文化特色危机,可行的路径是:以习近平总书记关于内蒙古工作的重要讲话、重要指示批示精神为根本遵循,强化政府的引领作用;围绕区域战略定位,培育面向生活、包容多样的城市主体价值;结合国家战略和城市发展行动纲领,促进城市形象的树立与传播。Culture is the soul of a city.Hulunbuir is a city of various types and rich in culture,but the urban cultural connotation is not in harmony with the needs of urban development,showing the problems of shallowness and unbalanced personality mining,which affects the realization of the internal driving effect.To solve the problem of urban cultural connotation and avoid falling into the crisis of urban cultural characteristics of"a thousand cities,one side",the feasible path is:to follow the spirit of the important instructions of General Secretary Xi Jinping's important speech on the work of Inner Mongolia,strengthen the leading role of the government,strategies and action plans for urban development to promote the establishment and dissemination of the city's image.
