摘　　要：县域经济作为连接城市与乡村经济的桥梁,是十九大首次提出的乡村振兴战略中“重塑城乡关系,走城乡融合之路”的重要突破口,因此其发展被寄予厚望。通过走访、座谈、问卷调查等方式对东海县硅产业进行深入调查,挖掘硅产业集群竞争力提升之困的原因,并通过GEM模型探究其发展转型新路径,研究发现提升东海硅产业集群竞争力,一方面需要政府积极引导,规范管理;另一方面,需要企业发挥自身的主观能动性,以质取胜。基于实证分析结论,对县域特色产业集群竞争力提升提供针对性政策建议。As a bridge connecting urban and rural economy,the county territory economy is an important breakthrough in the rural revitalization strategy "reshaping the relationship between urban and rural areas and taking the road of urban-rural integration",which was first proposed in the 19th National Congress of the Communist Party of China.Thereby,the development of county-level economy is widely expected.Through visits,seminars,and questionnaire surveys,we conducted an in-depth investigation of Donghai county's silicon industry,and explored the reasons for the difficulty in improving the competitiveness of silicon industry cluster to explore new paths for its development and transformation by means of the GEM model.Through research,we found that to improve the competitiveness of Donghai silicon industry clusters,on the one hand,the government should actively guide its development and give standardized management;on the other hand,enterprises must give full play to their own initiative so that they can succeed by ensuring good quality.Based on the conclusions of empirical analysis,in the thesis,we proposed targeted policy suggestions for improving the competitiveness of the cluster of county-level characteristic industry.
