人力资本变化对农民收入来源的影响

摘　　要：近年来,得益于一系列扶农助农政策,农民收入逐年提高,检验人力资本水平变化对农民收入来源的影响对推动乡村振兴战略实施有着重要的意义。运用我国2000〜2019年31个省区市相关数据进行实证分析,结果表明:在全国、中部地区和东北地区范围内,人力资本水平变化与工资性收入占比正向变动,与家庭经营性收入占比反向变动,但对农民财产性收入占比的作用并不显著。在东部地区,人力资本水平变化对农村居民的工资性收入占比和财产性收入都有显著促进的影响,对家庭经营性收入占比的作用为显著负。在西部地区,人力资本积累与农村居民的工资性收入占比同向变动、对家庭经营性收入占比和财产性收入占比反向变动。据于此,文章提出加大对农村地区教育投资、完善向不同地区的农村对应倾斜的财政政策以及加快农村地区的产业结构优化等建议,为乡村振兴战略的推进提供参考。In recent years,thanks to a series of policies to help farmers,farmers‘income has increased year by year.Testing the impact of changes in human capital level on farmers'income sources is of great significance to promote the implementation of rural revitalization strategy.Using the empirical analysis of the relevant data of 31 provinces and regions in China from 2000 to 2019,the results show that in the whole country,the central region and northeast China,the change of human capital level changes positively with the proportion of wage income,and changes inversely with the proportion of family operating income,but it has no significant effect on the proportion of farmers'property income.In the eastern region,the change of human capital level has a significant promoting effect on the proportion of wage income and property income of rural residents,and has a significant negative effect on the proportion of family operating income.In the western region,the accumulation of human capital changes in the same direction as the proportion of wage income of rural residents,and the proportion of family operating income and property income changes in the opposite direction.According to this,this paper puts forward some suggestions,such as increasing investment in education in rural areas,improving the financial policy inclined to the corresponding rural areas in different regions,and accelerating the optimization of industrial structure in rural areas,so as to provide reference for the promotion of rural revitalization strategy.
