宁波市国土空间开发格局与优化研究

摘　　要：国土空间安全与可持续发展日益受到关注和重视,为评估和优化宁波市国土空间格局,分别从生态、农业、建设三方面构建评价体系,探讨该市国土空间开发适宜性和合理承载规模。研究结果表明:(1)宁波市农建双宜空间面积占全域土地的42.80%,主要位于中心城区;宜农区域占比12.19%,主要位于沿海地区;宜建区域占比5.14%,分布较为分散;适宜于作为生态功能区的区域占比39.88%,主要位于市域内的山地丘陵、湿地以及生态廊道。(2)宁波市生态用地、农业用地和建设用地的规模分别控制在44.58%-62.96%、22.68%-29.57%和14.36%-25.85%之间较为合理。(3)宁波市“三类用地”的现状规模均处于合理规模范围内,但其占比均接近临界值,且部分用地的分布不甚合理,故其优化的重点主要在于空间布局的调整。基于以上评价结果,结合土地利用现状,对国土空间开发利用格局进行分区,并提出相应的优化策略。In recent years,the security and sustainable development of land space have been seriously affected.In order to reasonably optimise the spatial pattern of the land,an evaluation system is constructed from three aspects,namely ecology,agriculture and construction,respectively,to explore the suitability and reasonable scale of carrying the spatial development of the land in Ningbo.The results show that:(1)the area of space suitable for both agriculture and construction is the largest in Ningbo,accounting for 42.80%of the land in the whole area,mainly located in the central city of Ningbo.The proportion of areas suitable for agriculture is 12.19%,mainly located in the coastal area of Ningbo.The areas suitable for construction account for the least,at 5.14%,and are more scattered.The proportion of areas suitable for ecological function areas is 39.88%,mainly in the hills and mountains,wetlands and ecological corridors within the city.(2)It is reasonable to control the scale of ecological land,agricultural land and construction land in Ningbo at 44.58%-62.96%,22.68%-29.57%and 14.36%-25.85%.respectively.(3)The current scale of the three types of land use in Ningbo is all within a reasonable scale,but the proportion is close to the critical value,and the distribution of some lands is not very reasonable,so the focus of optimization is mainly on the adjustment of spatial layout.Based on the above evaluation results,the zoning of land is combined with the current situation of land use,and corresponding optimisation strategies are proposed.
