基于超效DEA的京津冀低碳经济发展效率评价研究

摘　　要：低碳经济是实现经济发展与环境保护共赢的一种新的经济形态。作为我国重点培育的三大经济区之一,京津冀区域肩负着低碳转型的重任。通过选取碳排放量、资本投入和劳动力为投入指标,地区生产总值为产出指标,利用超效率DEA方法对2016—2018年京津冀所辖的13个城市低碳经济发展效率进行综合评价,并从相对效率、投入冗余和产出不足三方面进行综合分析。研究表明,只有北京市和保定市的低碳经济发展效率均值达到1,其他城市低碳经济效率均未达到有效,且河北省的中南部城市低碳经济发展效率最低。从投入产出指标分析来看,低碳效率较低的城市在能源消耗上的投入冗余最为显著,其次是资本投入。据此,从政策支持和提高能源效率两个方面提出了对策建议。Low-carbon economy is a new economic form that achieves a win-win situation between economic development and environmental protection.As one of the three major economic zones cultivated in China,Beijing-Tianjin-Hebei region shoulders the important responsibility of low-carbon transformation.This paper used the super-efficiency DEA model to evaluate the efficiency of low-carbon economic development of 13 cities in Beijing-Tianjin-Hebei region by selecting carbon emissions,capital input and labor force as input indicators and regional GDP as output indicator from 2016 to 2018.It also made a comprehensive analysis from three aspects:relative efficiency,input redundancy and insufficient output.The results show that only Beijing and Baoding have an average low-carbon economy development efficiency that exceeds one.Other cities have not achieved effective low-carbon economy efficiency,and the low-carbon economy development efficiency of cities in central and southern Hebei Province ranks as the lowest.From the analysis of input-output indicators,cities with lower efficiency have the most significant investment redundancy in energy consumption,followed by capital investment.Accordingly,suggestions are put forward from two aspects of policy support and energy efficiency improvement.
