摘　　要：全过程民主是人民当家作主的社会实践,是中国特色社会主义的制度优势,是执政党执政为民的真实体现。新时期,应践行以人民为中心的发展思想,发展全过程人民民主,维护社会公平正义,推动人的全面发展。全过程民主的实现需要科学程序的设置,即应遵循科学、公开、合法的原则,应坚持广泛、持续、深入的实施。同时,为了发展和完善全过程民主,还应把握好民主过程的启动程序、运行程序和终结程序及其完美运行。Whole-process democracy is a social practice in which the people are masters of the country,an institutional advantage of socialism with Chinese characteristics,and a true embodiment of the ruling party's governance for the people.In the new era,we should practice the people-centered development philosophy,develop people's democracy in the whole process,maintain social fairness and justice,and promote the all-round development of people.The realization of democracy in the whole process requires the setting of scientific procedures,that is,the principles of science,openness and legality should be followed,and extensive,continuous and in-depth implementation should be adhered to.At the same time,in order to develop and improve the whole process of democracy,we should also grasp the starting procedure,running procedure and ending procedure of the democratic process and its perfect operation.
