城市生态弹性与经济弹性耦合研究——以济南市为例

摘　　要：弹性研究是了解人地关系的重要视角。城市作为人类经济活动最为强烈的地区,同时也是生态问题最为严重的地区,明晰城市生态弹性与经济弹性之间耦合规律有利于促进城市的高质量发展,同时也是建设新型城镇化的内在要求。本文以济南市为例,构建城市生态-经济弹性评价指标体系,运用熵值法和城市弹性测度模型法对城市生态弹性与城市经济弹性进行评价,并运用耦合度模型对二者的耦合度与耦合协调度进行测度。研究结果表明:(1)从城市生态弹性水平来看,呈现波动上升的趋势,2005-2008年波动较大,之后逐年上升,但在2017年出现小幅下降后呈上升趋势;(2)从城市经济弹性水平来看,呈现出2005-2008年缓慢上升,2008-2009年快速上升,2009-2011年小幅下降,2011-2019年逐年上升的趋势;(3)从两者之间的耦合度与耦合协调度来看,耦合水平呈现先上升后相对平稳的趋势,耦合等级较高,均在0.8以上;耦合协调水平则基本呈现不断上升的趋势,耦合协调度等级从中度耦合协调状态逐渐上升到极度耦合协调状态。Resilience research is an important perspective to understand the relationship between the man and the land.As the regions with the strongest human economic activities,cities are also the regions with the most serious ecological problems.Clarifying the coupling law between the urban ecological elasticity and the economic elasticity is conducive to promoting the high-quality development of the city,and it is also an inherent requirement for the construction of a new type of urbanization.Taking Ji’nan as an example,we constructed an urban ecological-economic elasticity evaluation index system,used the entropy method and the urban elasticity measurement model method to evaluate the urban ecological elasticity and urban economic elasticity,and used a coupling degree model to measure the degree of coupling and the degree of coupling coordination of the above two methods.The research results are obtained as follows.(1)From the perspective of urban ecological elasticity,there is a trend of rising volatility.From 2005 to 2008,the fluctuation is large,and then it increases year by year;but after a slight decline in 2017,it shows an upward trend.(2)From the level of urban economic elasticity,it can be seen that there is a slow rise in 2005-2008,a rapid rise in 2008-2009,a slight decline in 2009-2011,and an upward trend in 2011-2019.(3)From the perspective of the degrees of coupling and coordination between the two,the coupling level shows a trend of rise first and then relative stability.All the coupling levels are all higher with above 0.8.On the whole,the coupling coordination level shows a rising trend,and the coupling coordination level rises gradually from the moderate coupling coordination state to the extreme coupling coordination state.
