摘　　要：问责制度的演进历程可大致划分为:萌芽期、探索期、发展期和创新期。其发展路径主要有两个:一是行政问责制度,二是党的问责制度。问责制度的演进呈现出从两轨并行到相互融合趋势,并兼具诱致性和强制性特征。问责制度的政治功用主要有三个方面,一是强有力的组织内控机制,二是有效的政治风险控制机制,三是重要的治理绩效提升机制。China’s accountability institution began to explore under the background of reform and opening up,and has been continuously developed and improved in the process of building a Party style and anti-corruption.It has very distinctive Chinese political characteristics.It is an important part of the party and state supervision system,and also an important system and measure to strictly govern the Party in an all-round way.It plays an important role in the contemporary political process.The evolution of accountability institution can be divided into four periods:Embryonic period(1978.12-1989.6);Exploration period(1989.6-2002.11);Development period(2002.11-2012.11);Innovation period(2012.11-).There are two main development paths:one is the administrative accountability institution,the other is the Party’s accountability institution.The evolution of the accountability institution shows a trend from two parallel tracks to mutual integration,and has the characteristics of both inducement and compulsion.The political function of accountability institution mainly includes three aspects:the first is a strong internal control mechanism,the second is an effective political risk control mechanism,and the third is an important governance performance improvement mechanism.
