摘　　要：西部基层公共图书馆是全国公共文化体系建设发展中的一块短板,经费短缺是制约其发展的重要因素。文章在剖析西部地区基层图书馆经费保障现存问题及原因的基础上,提出外部通过推动政策修改完善固化财政投入、内部通过自身能力建设提高引资水平等拓宽经费来源的建议,以期推动西部地区基层公共图书馆高质量发展。Western basic-level public library is a short board in the construction and development of national public culture system,and the shortage of funds is an important factor restricting the development of library.On the basis of analyzing the existing problems and causes of basic-level library funds security in western China,the paper puts forward that the library should externally consolidated the fund input by promoting policy modification,and internally increase the level of investment attraction and expand the sources of funds through capacity building,in order to promote the high quality development of public libraries at the grass-roots level in western China.
