摘　　要：2021年,各省(自治区、直辖市)人大及其常委会贯彻落实习近平法治思想,围绕中心、服务大局,制定地方性法规322件,修改484件,废止101件,批准设区的市、自治州、自治县的地方性法规和自治条例、单行条例1000余件。2021年度的地方立法工作在高质量发展、社会建设、民生立法、生态环保等方面取得较大进展,不断创新丰富地方立法新形式,区域协同立法取得显著成效,呈现出省级人民代表大会会议审议法规案作用日渐凸显、省级人大常委会立法数量屡创新高、所有设区的市均被授权立法实现全覆盖的特点。In 2021, the people’s congresses of provinces(autonomous regions and municipalities directly under the Central Government) and their standing committees. while implementing Xi Jinping’s thought of rule of law, formulated 322 local regulations, revised 484 local regulations, and abolished 101 local regulations;meanwhile, they approved more than 1,000 local regulations, autonomous regulations and separate regulations of cities, autonomous prefectures and autonomous counties with districts. In 2021, local legislation made great progress concerning high-quality development, social construction, people’s livelihood legislation, ecological and environmental protection and other aspects, constantly innovated and enriched new forms of local legislation, and achieved remarkable results in regional collaborative legislation. It shows that the role of provincial people’s congress meetings in deliberating laws and regulations has become increasingly prominent, the number of provincial people’s congress standing committees’ legislation has broken a record, and all cities with districts have been authorized to enact local legislation.
