电子文件归档与电子档案移交进馆规范路径--基于流程设计与技术模式的探讨

摘　　要：数字环境下的档案工作面临深刻变革,电子文件归档与电子档案移交进馆的规范路径亟待确立。该文基于相关实践和理论背景,从全程观出发探讨电子文件归档和电子档案移交进馆流程设计与技术模式。具体而言,流程设计包含电子文件归档规范流程和电子档案移交进馆规范流程;技术模式包含离线对接模式、系统间在线对接模式、在线与离线对接相结合模式和基于云环境的对接模式,其中基于云环境的对接模式是未来归档和移交进馆工作的发展趋向。电子文件归档与电子档案移交进馆规范路径的确立和完善有助于提升业务效能,推动档案工作的科学化。The archival work of government agen⁃cies in the digital environment is facing profound changes,and the standardized route of electronic re⁃cords filing and transfer to archives urgently needs to be established.The article reviews the practice back⁃ground and the current theoretical research progress,discusses procedure design and technical modes for electronic records filing and transfer to archives from the view of whole process.Specifically,the proce⁃dure design includes the standardized process of electronic records filing and transfer to archives;the technical modes include offline docking mode,inter system online docking mode,online and offline dock⁃ing combined mode and cloud-based docking mode,among which cloud-based docking mode is the fu⁃ture development trend for electronic records filing and transfer to archives.The construction and en⁃hancement of standardized route for electronic re⁃cords filing and transfer to archives can improve the business efficiency and promote the normalization of archives management work.
