摘 要:针对天保工程区地域广阔、不同区域各方面影响因素差异较大的特点,依据自然地理区域将实施区域划分为3个工程区——长江上游工程区(选取云南、四川、贵州、重庆、湖北5个省(市)工程区为样本),黄河上中游工程区(选取陕西、甘肃、山西、河南4个省工程区为样本),东北、内蒙古等地工程区(选取吉林、内蒙古、黑龙江3个省(区)工程区为样本)。从生态改善、产业健康、社会和谐3个方面设计了由17个指标构成的天保工程区林业产业转型评价指标体系,采用熵权评价模型、数据包络分析法、曼奎斯特指数对天保工程区2011—2018年林业产业转型程度及其效率进行评价。结果表明:2011—2018年间,12个样本天保工程区产业转型程度,在“中度转型”等级区间内总体呈现逐年平稳上升趋势,其中,东北、内蒙古等地工程区林业产业转型程度领先,长江上游工程区林业产业转型程度居中,黄河上中游工程区林业产业转型程度置后。从静态角度看,2018年,12个样本林业产业转型综合效率处在“偏弱”效率区间,属于“低低类型”,其中,长江上游工程区林业产业转型综合效率处在“中游”效率区间,属于“高低类型”;东北、内蒙古等地工程区林业产业转型综合效率处在“偏弱”效率区间,属于“高低类型”;黄河上中游工程区林业产业转型综合效率处在“偏弱”效率区间,属于“低低类型”。从动态角度看,2011—2018年,12个样本天保工程区林业产业转型综合效率指数呈现年均增长20.2%的波动上升趋势;林业产业转型综合效率平均指数相比,长江上游工程区领先,东北、内蒙古等地工程区居中,黄河上中游工程区置后。综合评价结果表明,技术进步效率是各工程大区林业产业转型的共同促进因素。In view of the wide area and the great differences of influencing factors in different areas of the China natural forest protection project,its implementation areas were divided into three project areas according to the natural geographical areas-the project area of the Yangtze River’s upper reaches(taking 5 the project areas of Yunnan,Sichuan,Guizhou,Chongqing and Hubei as the sample),the Yellow River’s upper and middle reaches’project area(taking 4 project areas of Shanxi,Gansu,Shanxi and Henan as the sample),and Northeast China,Inner Mongolia and other key state-owned forest areas’project area(taking 3 project areas of Jilin,Inner Mongolia and Heilongjiang as the sample).From three aspects of ecological improvement,industrial health and social harmony,an evaluation index system of forestry industry transformation in the China natural forest protection project area was designed,which consisted of 17 indexes.The degree and efficiency of forestry industry transformation in China natural forest protection project areas from 2011 to 2018 were evaluated by entropy weight evaluation model,data envelopment analysis method and Malmquist index.The results showed that,from 2011 to 2018,the industrial transformation degree of 12 samples from the China natural forest protection project areas generally showed a steady upward trend year by year in the“moderate transformation”grade range,with that in the project area of Northeast China,Inner Mongolia and other key state-owned forest areas leading,that in the project area of the Yangtze River’s upper reaches being in the middle,and that in the Yellow River’s upper and middle reaches’project area being left behind.From a static perspective,in 2018,the comprehensive efficiency of forestry industry transformation in 12 samples in China was in the“weak”efficiency range and belonged to the“low-low type”,with that in the upper Yangtze River project area being in the“midstream”efficiency range and belonging to the“high-low type”,that in Northeast Chi
