洛阳作为副中心城市承载力问题与对策研究——与上海等典例地区对比分析

摘　　要：面对新的战略发展机遇,洛阳市应从扩大对外开放、打造对外交通枢纽、促进产业创新升级、发挥人才红利等方面着手,大力破解开放程度较低、交通基建承载能力不足,传统产业占比较大、产业带动能力不强,高等教育院校数量少、人才红利不足等问题,全面提升洛阳作为到副中心城市的综合承载能力,为洛阳经济建设提供强有力支撑。Facing new strategic development opportunities,Luoyang should open wider to the outside world,build an external transportation hub,promote industrial innovation and upgrading,and give full play to the talent dividend,vigorously solving the problems of low degree of openness,insufficient transportation infrastructure carrying capacity,relatively large proportion of traditional industries,weak industrial driving ability,small number of higher education institutions,and weak talent dividends,so as to comprehensively enhance the comprehensive carrying capacity of the subcentral city,and provide strong support for the construction of Luoyang economy.
