合作治理:乡村振兴战略中治理有效的一种模式

摘　　要：乡村振兴战略中治理有效的提出是为了解决传统乡村治理自发性、弱约束模式无法应对乡村发展失序、社区失灵的问题。乡村自愿组织整合经由“社区空间”形成的公共关切,通过向村“两委”输入而形成公共议题,并协助村“两委”协调村民和地方政府的利益矛盾。社会关联度高的社区空间中的农民随着“乡-城流动”增加收入,进而提高了行动能力,积极支持自愿组织的活动,参与乡村振兴。然而,在约束性的治理场景中村“两委”和自愿组织就难以发挥作用,陷入“社区失灵”的困境,因而需要基层政府介入承担元治理的角色,弥补村级治理体系权威性不足的问题。这样,下沉的基层政府权力、村“两委”、自愿组织和村民几大主体形成了强约束和自治相配合的合作治理格局。这一多元合作治理网络实现了德治、自治和法治的有机组合,进而破解乡村治理失效的困局。"Effective governance"of the rural revitalization strategy is the key to solve the problem that the weak control's self-governance can't deal with the disorder of rural development and community failure.The voluntary organization integrate public concerns through"community space"and input them to the rural"two committees";At the same time,it assists the rural"two committees"to coordinate the inter-ests and contradictions between villagers and local governments.Peasants in the community space with strong sense of belonging and high social relationship have increased their income by the"rural-urban mi-gration",enhanced their sense of efficacy and action ability,actively involved into the activities of the vol-untary unity and participated in the rural revitalization.However,in a controlled governance scenario,the village"two committees"and voluntary organizations are unable to play a role and fall into the dilemma of community failure".Therefore,the intervention of the grassroots government is required to assume the role of"meta"governance and supplement the authority of governance.In this way,the sinking local gov-ernment functions,rural"two committees",the voluntary unity and villagers crocheted a collaborative gov-ernance network,having formed a pattern by coordination of strong control and self-governance each other.This pluralistic governance network achieved the organic combination of the rule of virtue,the self-govern-ance and the rule of law.And it solved the dilemma of poor governance of imbalance between the strong state control and weak state control.
