数字政府替代电子政务了吗?——基于政务信息化与治理现代化的分野

摘　　要：信息技术的快速迭代和数字化转型催生着政府治理模式不断变革。电子政务和数字政府无疑是期间以技术之治赋能政府之治的最耀眼的两大利器。那么,数字政府替代、补充还是升华了电子政务已有形态?这倍受实践部门关注,也值得学术界及时进行理论探索。本文基于政务信息化和治理现代化的分野剖析了电子政务和数字政府的叙事逻辑,从“大历史”、“小历史”两个视角归纳提炼出数字政府是电子政务发展的继承和升华,两者将长期共存于推进国家治理现代化的历史进程中这一结论。新发展格局背景下,立足机构赋责、技术赋能、数据赋权三个维度勾勒刻画数字政府与电子政务继承发展的一般性解释框架,有助于解决目前两者继承发展的理论困顿和实践进路。The rapid iteration of information technology and the digital transformation have prompted the continuous change of government governance mode.E-government and digital government are undoubtedly the two most dazzling tools for enabling the government to govern by technology.Then,the digital government replaces,complements or sublimates the existing form of E-government,which has attracted more and more attentions from practical departments and is worthy of timely theoretical exploration by academic fields.This article analyzes the narrative logic of the E-government and digital government based respectively on the informationization and modernization of governance.It concludes that digital government is the successor and sublimation of E-government development from the “big history” and “small history” perspective and that both will co-exist for a long time in the historical process of promoting the modernization of national governance.In the context of the new development pattern,the general explanatory framework describing the integration of digital government and e-government based on the three dimensions of institutional empowerment,technology empowerment and data empowerment is helpful to solve the theoretical difficulties and practical progress of the succession and development of both digital government and e-government.
