摘　　要：生物安全作为国家安全的重要组成部分,关系到民众健康、社会稳定和国家安全。基层疾控机构实验室在各类疫情的检测中发挥着"一锤定音"的作用。在当前新形势下基层疾控机构如何做好生物安全管理,弥补管理工作当中的薄弱环节,避免生物安全事故的发生是基层疾控机构实验室目前面临的难题之一。我国生物安全管理起步较晚,自2003年SARS疫情后才开始逐步规范,生物安全备案制度虽对生物安全管理工作推进较大,但由于房屋、人员等诸多因素导致在生物安全管理方面还存在一些问题。目前,我国正处于《生物安全法》实施的关键时期。本文从生物安全管理体系、监督管理、加强型二级生物安全实验室三个方面进行综述,分析生物安全管理工作中一些常见及难点问题,旨在弥补基层疾控机构实验室在生物安全管理工作中的不足。As an important part of national security,biosafety is related to people’s health,social stability and national security. The laboratories of grass-roots disease control institutions play a decisive role in the detection of all kinds of epidemic diseases. Under the current new situation,how to do a good job in biosafety management,make up for the weak sections in management and avoid biosafety accidents is one of the problems faced by the laboratories of grass-roots disease control institutions. China’s biosafety management starts relatively late,and has been gradually standardized since the SARS epidemic in 2003.Although the biosafety filing system has greatly promoted biosafety management,there are still some problems in biosafety management due to many factors such as housing and personnel. At present,China is in a critical period of the implementation of the Biosafety Law. This paper summarizes the biosafety management system,supervision and management and strengthened secondary biosafety laboratory,and analyzes some common and difficult problems in biosafety management,in order to make up for the shortcomings of laboratories in grass-roots disease control institutions in biosafety management.
