摘　　要：党的十九届五中全会将“卫生健康体系更加完善”作为“十四五”时期社会经济发展的主要目标,但中国公共卫生体系与医疗服务体系的明显分割状态却成为阻碍这一目标实现的最大障碍,如何在组织机制、权责设计、服务提供、筹资方式、人员流动、信息沟通等方面,设计合理的融合协同机制,改革现有卫生健康体系,满足“十四五”发展目标,是政策制定者最为关心的政策议题之一,也是本文试图解决的问题。本文在整体性治理理论的视角下,从目标意义、维度、范围层次和内容等方面,探讨促进公共卫生体系与医疗服务体系融合协同的机制,并给出相关的政策建议,为完善中国卫生健康体系提供一定理论和机制参考。Improving health system was set as one objective of the 14;Five-Year socio-economic development in the 5;Plenary Session of the 19 th CPC Central Committee.However,an obvious separation between public health and medical service systems has been the largest obstacle to realize this objective.It has attracted policy makers’main interest how to design a reasonable incorporation and integration mechanism in terms of organization,authority and responsibility,service supply,financing,human resource mobility,communication and so on,in order to reform the present health system and satisfy the 14;Five-Year development needs.This is also the main problem this paper tries to figure out.From the perspective of holistic governance,this paper discussed the incorporation and integration mechanism between public health and medical service systems in the aspects of objective,dimensions,scope and contents.Furthermore,policy suggestions were proposed accordingly to provide theoretical and mechanism reference for improving Chinese health system.
