关于我国国家公园社会责任履行困境及内容确定的思考

摘　　要：随着我国国家公园体制的建立,其社会责任问题也开始受到关注,积极履行社会责任可以更好地推进国家公园的深入建设。阐述目前国家公园履行社会责任所面临的缺少行业社会责任指南、缺乏充足资源、缺乏激励监督机制等困境,再综合国内外社会责任标准,作为确定我国国家公园应履行社会责任内容的依据,结合国家公园建设特色和目标,形成国家公园社会责任框架,从环境责任、社区责任、政府责任、其他主体责任四个方面进行国家公园社会责任内容确定,最后对国家公园履行社会责任提出了保障措施。With the establishment of China’s national park system,its social responsibility has begun to attract attention. Actively fulfilling social responsibility can better promote the in-depth construction of national parks. This paper expounded the difficulties faced by national parks in the performance of social responsibility,such as lack of industrial social responsibility guidelines,lack of sufficient resources,lack of incentive and supervision mechanism. Then it synthesized the social responsibility standards at home and abroad as the basis for determining the content of social responsibility to be performed by national parks in China,and formed the social responsibility framework of national parks in combination with the characteristics and objectives of national park construction. It determined the content of social responsibility of national parks from four aspects,which included environmental responsibility,community responsibility,government responsibility and other main responsibilities. Finally it put forward safeguard measures for the fulfillment of social responsibility of national parks.
