摘  要:管制化学品管理作为高校实验室安全管理的重点,越来越受到重视和关注。针对国家对管制化学品的监管要求,剖析了高校管制化学品管理存在的问题,梳理了目前国内高校管制化学品储存的管理方案。依据国家管控要求和高校存在的问题,提出采用闭环管理方式,设计管制化学品从采购、配送、存储、使用到废物回收处置全周期状态的智能管控方案,采取智能试剂柜存储管制化学品,规范存储与使用;自动称量自动记录,实现实时动态台账;多种方式身份认证,准确记录人员操作。通过智能管控,进一步降低管制化学品存储、使用等环节的风险,提升高校安全管理水平。The management of controlled chemicals,as the focus of the safety management of college laboratories,has attracted more and more attention.This article outlines the national regulatory requirements for controlled chemicals,analyzes the problems in the management of controlled chemicals in universities,and sorts out the current management plans for the storage of controlled chemicals in domestic universities.In accordance with national control requirements and in response to the existing problems,we propose an intelligent control plan that adopts the closed-loop management method to master the full cycle status of controlled chemicals from procurement,distribution,storage,use to waste recycling and disposal,establishes a dynamic account of controlled chemicals,and realizes the whole process traceable and controllable.The main control measures adopted include:using smart reagent cabinets to store controlled chemicals to standardize storage and use;automatic weighing and automatic recording to achieve real-time dynamic account;multiple methods of identity authentication to accurately record personnel operations.Through intelligent management and control,the risks in the storage and use of controlled chemicals can be further reduced,and the safety management level of colleges and universities can be improved.
