组织适应性视域的城市社区应急治理--“过程-情境”式解释范式的案例分析

摘　　要：提升城市社区应对公共卫生危机等重大风险事件的适应能力,需要厘清社区应急反应的阶段特征和过程模式,揭示社区应急治理的理论机制和现实逻辑。从组织适应性视角的社区准备和社区响应两大维度,运用环境客体事件演变“阶段表征”和主体在场“行动反馈”双重体系建构范式,构建了社区组织适应应急事件爆发阶段的“压力冲击—回应性防御”、过渡适应阶段的“状态稳定—响应性抗衡”以及常态防控阶段的“自主行动—积极性建构”的分析框架。利用过程情境式解释范式,对G市社区在应对重大流行病过程的发展特征和演变模式进行了经验性论证,解释了提升城市社区组织适应突发性公共卫生事件的关键变量、机制特征和功能基础,探讨了社区组织自我矫正和适应变革的运行规律,凸显了社区共同体对于应急事件处理的关键价值。Improving the capability of urban communities in public health crisis and other major emergencies requires the clear definition of emergency response stage features and in-process modes to reveal its theoretical mechanism and practical logic.Based on the public health emergency management theory,from the two dimensions of organizational adaptability of preparation and community response,using the dual systematic construction paradigm of“phase representation”of environment object event evolution and“action feedback”in the presence of the subject,an analysis framework for community organizations to adapt to the emergency crisis during the stage of“pressure shock-responsive defense”,the transition to the stage of“stable-responsive balance”and“autonomous action-positive construction”for daily safeguarding is constructed.Through the process situational interpretation paradigm,this paper empirically demonstrates the development characteristics and evolution patterns of G city community in response to major epidemics,and explains the key functional parameters,mechanism features and functional basis for city community organizations with a discussion of operation rules for self-correction and adaptation highlighting the key value of communities in major public security and crises.
