摘 要:政策对人才的激励与保障,是实现人才发展战略的重要途径。其对于辽宁振兴来说,意义更为重大。CiteSpace文献可视化分析,可以帮助定量研究人才激励与保障相关政策。当前,辽宁人才数量和质量与过去相比虽然有很大改观,但还存在着一些问题。为此,需要实现政策供给良性循环、加大公共政策融合力度、加强人才激励与保障政策评价效果等,这样可以改善人才激励与保障的宏观环境,进而促进人才效用的充分发挥。Policy incentive and guarantee for talents is an important way to realize talent development strategy,which is of great importance for Liaoning revitalization.Visual analysis of Cite Space literature can help quantitative research on policies related to talent incentive and guarantee.At present,although the quantity and quality of Liaoning talents have greatly improved compared with the past,there are still some problems.Therefore,it is necessary to realize the virtuous cycle of policy supply,strengthen the integration of public policies,strengthen the talent incentive and guarantee the effect of policy evaluation,so as to improve the macro environment of talent incentive and guarantee,and then promote the full play of talent effectiveness.
