摘　　要：本文回顾了土地革命时期、抗日战争时期和解放战争时期红色政权发行公债的历史,阐述了历次公债发行的背景、过程和效果。在此基础上,本文分析了公债发行和货币发行的关系,认为金融部门积极配合财政部门发行和兑付公债,发行公债起到了回笼货币的作用,有助于在防止通货膨胀的前提下解决财政困难。This paper reviews the history of public bonds issuance by the red regime during the period of Agrarian Revolution, anti-Japanese War and Liberation War, and expounds the background, process and effect of each issuance.This article also analyzes the relationship between public bonds issuance and currency issuance, and believes that the relationship between the two is reflected in three aspects: issuing public bonds helps to mitigate fiscal difficulties on the condition of preventing inflation;issuing public bonds also plays a role in withdrawing currency;The financial sector actively cooperates with the financial sector in issuing and repaying public bonds.
