摘 要:当前我国房地产市场中存在大量投机行为,严重影响了房地产市场的正常秩序和健康运行,但目前缺乏对房地产市场调控机制的研究来指导制定行之有效的调控政策。从地方政府与非刚需购买者的博弈行为出发,围绕双方构建数理化的博弈论模型,并对其均衡状态进行数量分析,探讨房价调控措施的执行时机和力度。首先,中央政府应制定合理且灵活的房地产行业税率,并下放部分调控权力到地方政府;其次,将市场稳定性与地方政府的绩效对接,有效激励地方政府采取调控措施;最后,地方政府应充分利用信息优势,选择高效且低成本的调控策略。There are still a lot of speculation in today’s real estate market, which has seriously affected the normal order and healthy operation of the real estate market. Therefore, restraining the speculative demand for real estate investment has become a long-term policy in China. Based on the analysis of the game between the two sides, this paper discusses the implementation timing and strength of house price regulation measures from the perspective of the possibility and necessity of regulation and the behavior of non just needed buyers, so as to provide effective suggestions for the regulation policies and implementation of China’s central and local governments. First, the central government should formulate a reasonable and flexible tax rate for the real estate industry and delegate part of the regulatory power to local governments. Secondly, connect the market stability with the performance of local governments to effectively encourage local governments to take regulatory measures. In addition, when regulating the market, local governments should make full use of their own information advantages and choose efficient and low-cost regulation strategies to effectively curb the speculative demand of non rigid buyers.
