摘 要:随着“一带一路”倡议实施以及国内可开发利用水电资源的逐渐减少,中国能源企业国际化进程加速,海外投资建设水电站项目逐渐增多。水电站投资金额大,建设周期长,技术复杂,海外建设不可控因素多,选择EPC总承包模式已成为海外投资企业控制建设期风险的措施之一。本文将从业主视角来分析该模式的优缺点,并结合巴基斯坦某水电站管理经验,提出相应的管理建议。With the implementation of China's One Belt and One Road initiative and the decreasing of hydropower development resources,Chinese enterprises are participating in the investment and construction of more overseas hydropower projects.Overseas hydropower projects generally are with large scale,long construction duration and multiple risk factors.The clients tend to adopt EPC mode for the project construction to control the overall construction risks.This paper analyzes the advantages and disadvantages of application of EPC mode in overseas hydropower projects from the client's perspective,conducts a case study of a hydropower project in Pakistan and put forward some management recommendations to help clients improve the efficiency of EPC project management.
