摘　　要：煤矿行业一直是工业领域事故频发的重灾区,在导致事故发生的诸多因素中,人的问题是首要原因,单纯的技术性防控并不能从根本上杜绝煤矿事故的频繁发生,笔者以陕西彬长孟村矿为例对人的不安全行为防控进行深入、系统研究,综合国家能源集团国神黄玉川煤矿、补连塔煤矿等国内先进矿井不安全行为管理经验与该矿安全管理体系,建立了一套系统、科学、有效的员工安全行为风险预控体系。The coal mine industry has always been a disaster area with frequent accidents in the industrial field.Among the many factors leading to accidents,human problems are the primary reason.Simple technical prevention and control can not fundamentally eliminate the frequent occurrence of coal mine accidents.The author takes binchangmengcun mine in Shaanxi Province as an example to conduct in-depth and systematic research on the prevention and control of human unsafe behavior,Based on the unsafe behavior management experience of national energy group Guoshen huangyuchuan coal mine,Bulianta coal mine and other domestic advanced coal mines and the safety management system of the mine,a systematic,scientific and effective employee safety behavior risk pre control system has been established.
