煤炭产业绿色低碳发展政策情景模拟研究

摘　　要：党的十八大以来,生态文明建设已提升到关系中华民族永续发展的战略高度,因此煤炭产业“减煤”“绿色”“脱碳”发展已迫在眉睫,政策推动是促进煤炭产业绿色低碳发展的重要抓手。综合考虑经济、社会、资源、环境、政策因素构建煤炭产业绿色低碳系统模型,通过设置产业政策、资源政策、技术政策和税收政策调控因子,对陕西省煤炭产业绿色低碳发展政策进行了单维度和多维度情景模拟,对其实施效果进行分析并提出优化建议。研究结果显示:现行政策下,陕西省以煤为主的能源消费结构尚未得到有效改善,但近两年来通过煤炭产业结构优化、科技创新等方面加强了绿色低碳化程度;就单一政策情景模拟而言,技术政策效果最为明显,税收政策和产业政策对绿色低碳发展尚能发挥较大的效果,资源政策效果相对较弱;单一政策的实施有利于煤炭产业绿色低碳发展,但相对于政策组合具有较大的局限性。The construction of ecological civilization has been promoted to a strategic height for sustainable development in China since the 18th National Congress of the CPC,then “Coal Reduction”,“Greening” and “Decarbonizing” in coal industry is imminent,policy implementing is an important measure to promote the green and low-carbon development of coal industry.This paper constructs the Green and low-carbon system model of Coal Industry by considering the factors of economy,society,resources,environment and policy,sets industry policy,resource policy,technology policy and tax policy as regulation factors,simulates and analyzes the effect of green and low-carbon development policy of coal industry in Shaanxi Province under the single dimension and multi-dimension scenarios,and puts forward some optimization suggestions.The results show that the coal-based energy consumption structure has not been improved effectively under the current policy in Shaanxi Province,but the degree of green and low-carbon has been strengthened in recent two years through the optimization of the coal industrial structure and the innovation of science and technology,etc.As for the single policy scenario simulation,the effect of technology policy is the most obvious,tax policy and industrial policy can play a greater role in green and low-carbon development,and the effect of resource policy is relatively weak.The implementation of the single policy is beneficial to the green and low-carbon development of coal industry,but it has the big limitation compared with the policy combination.
