中国跨境电商综试区政策量化评价研究

摘　　要：随着国际社会单边主义的盛行、地区大国的经贸逆全球化行为增加,加之中国等国的国际贸易最惠国待遇被取消,跨境电商成为中国当前最大的政策红利之一。伴随着国家跨境电商综试区的全面展开,很有必要再次深入回顾、探讨现行的跨境电商政策体系。从跨境电商政策评价角度出发,运用PMC指数模型方法对前二批跨境电商综试区进行评价。针对我国在跨境电商综试区工作方面的理论研究情况,分析并梳理了当前地方政府部门跨境电商综试区所出台或采用的政策措施。基于跨境电商政策PMC曲面图,对各地综试区跨境电商政策的侧重点与评级结果进行比较与分析,为未来全国其他地区推动跨境电商综试区建设提供借鉴和参考。Based on the theoretical research of cross-border e-commerce comprehensive pilot area in China,this paper analyzes the current policies and measures issued or adopted by local government departments in cross-border e-commerce comprehensive pi⁃lot area.Objectively speaking,with the comprehensive development of the national cross-border e-commerce pilot area,it is necessary to review and discuss the current cross-border e-commerce policy system once again.From the perspective of cross-border e-com⁃merce policy evaluation,this paper uses PMC index model to evaluate the first two lists of cross-border e-commerce comprehensive test areas.At the same time,based on the PMC curve chart of cross-border e-commerce policies,the paper compares and analyzes the concentrations and rating results of different cross-border e-commerce policies in comprehensive pilot areas.Consequently,this paper puts forward the ideas and suggestions for the improvement of the nationwide construction of cross-border e-commerce comprehensive pilot areas in the future.
