高质量发展下制造业转型升级中政府作用的评价--以陕西省为例

摘　　要：我国经济已由高速增长阶段转向高质量发展阶段,要实现高质量发展,必须推动经济发展质量变革、效率变革以及动力变革。作为实体经济的重要组成部分,制造业的转型升级对于经济高质量发展意义重大。而政府作用对制造业转型升级影响显著,要推进陕西省制造业转型升级,必须加快实现政府转型,充分发挥政府在制造业转型升级中的有效促进作用。通过构建反映政府作用的指标体系,应用主成分分析对政府作用进行综合评价,并在此基础上运用GMM方法考察政府作用与制造业转型升级的动态关系,结果表明政府对制造业转型升级确实产生正向促进作用。因此,应进一步加快政府职能转变,提升政府公共服务水平以及加强政府政策支持。Chinese economy has switched from the rapid growth stage to a stage of high-quality development.It is needed to pro⁃mote economic development quality changes,efficiency changes,and power changes to achieve the high-quality development.As an important part of the real economy,the transformation and upgrading of the manufacturing industry is of great significance to the highquality economic development.For the role of the government has a significant impact on the transformation and upgrading of the manu⁃facturing industry,so that,it is necessary to accelerate the realization of government transformation and give full play to the effective role of the government to promote the transformation and upgrading of Shaanxi's manufacturing industry.By constructing an index sys⁃tem reflecting the role of the government,and applying principal component analysis to comprehensively evaluate the role of the govern⁃ment,and on this basis,using the GMM method to examine the dynamic relationship between the role of the government and the trans⁃formation and upgrading of the manufacturing industry.The results show that the government has indeed played a positive role in promoting the transformation and upgrading of the manufacturing industry.
